Providing secretariat services to the East Asia Pacific Infrastructure Regulatory Forum (EAPIRF)
The East Asia Pacific Infrastructure Regulatory Forum (EAPIRF) is a forum of regulators from over 20 countries in the East Asia and Pacific region. The World Bank appointed CRISIL Infrastructure Advisory in the year 2009 to provide the following secretariat services for a period of one year. Due to the successful implementation, CRISIL Infrastructure Advisory's contract has been renewed twice. In June 2012, we shall be completing the third year of implementation.

  • Day-to-day administration of EAPIRF and reporting to its Executive Committee
  • Development and content management of EAPIRF online platform
  • Organising and conducting annual meetings and knowledge sharing workshops
  • EAPIRF organisational development
  • Designing a monitoring and evaluation (M&E) plan

CRISIL Infrastructure Advisory has received excellent feedback from the World Bank and the Executive Committee of EAPIRF.

Analysis of various tariff and other orders issued by the State Electricity Regulatory Commission (SERCs) in the past five years in India
CRISIL Infrastructure Advisory assisted the Forum of Indian Regulators (FoR) in analysing various orders issued by the SERCs in India. CRISIL Infrastructure Advisory's scope of assistance included identifying regulatory approaches for baseline data, target setting, tariff rationalisation and costs including under the multi-year tariff (MYT) framework, identifying best practices and gaps in the orders, and recommending way forward for the SERCs in India.

Assistance for implementation of distribution franchisee model in Bhiwandi circle
CRISIL Infrastructure Advisory was mandated to prepare and implement a feasible distribution franchisee model in Bhiwandi circle of Maharashtra. The scope of work included identification of technical and commercial services to be franchised, development of performance benchmarks, structure of franchisee, formulation of implementation roadmap and framework. CRISIL Infrastructure Advisory also assisted in formulating comprehensive data rooms and provided assistance in bid process management and selection of distribution franchisee for the Bhiwandi circle.

Assistance in bid process management, implementation and monitoring of distribution franchisee in Gurgaon and Panipat
CRISIL Infrastructure Advisory is assisting distribution utilities of Haryana in PPP model in identified circles. CRISIL Infrastructure Advisory's scope includes collection, review and due diligence of historical data of Gurgaon and Panipat circles, projections of load growth, and other base line parameters for the next 15 years. We were also is involved in identification of exact area and finalisation of franchisee model, building comprehensive franchisee structure, bid process management and post implementation support.

Assistance to the Maharashtra Electricity Regulatory Commission (MERC) to facilitate operation of parallel distribution licensees in a common operational area in Mumbai including preparation of regulations
CRISIL Infrastructure Advisory assisted MERC in scrutinising and processing the application received for grant of distribution license within an area near Mumbai. CRISIL Infrastructure Advisory's scope of work included study of the application and meeting the provisions of the various regulations, rules and acts. CRISIL Infrastructure Advisory also assisted in preparation of procedures and regulations for grant of parallel distribution licensee.

Developing business strategy and action plan for enhancing presence in RE business in India
CRISIL Infrastructure Advisory assisted Indian Renewable Energy Development Authority (IREDA) in developing business strategy and action plan for enhancing its presence in RE business in India. The scope included analysis of renewable energy sector, assessment of IREDA's positioning in the sector, analysis of market/business opportunities, and development of resource mobilisation strategy for IREDA.

Tariff determination under multi-year framework for private and public distribution utilities in Delhi during 2009-10 (refers to financial year, April 1 to March 31)
CRISIL Infrastructure Advisory assisted Delhi Electricity Regulatory Commission (DERC) in review and analysis of multi-year tariff petitions for 2007-08, revised aggregate revenue requirements for the uncontrollable parameters for 2008-09 and 2009 -10, and corresponding tariff adjustments for distribution companies such as BRPL, BYPL, NDPL and NDMC in 2009-10.

Four-year assistance in preparation of business plan and multi-year tariff (MYT) and annual performance review (APR) petitions for the first control period 2007 to 2011
CRISIL Infrastructure Advisory assisted Himachal Pradesh State Electricity Board (HPSEB) in filing its tariff application as a part of its MYT framework. The scope of work includes assistance in analysing the draft MYT concept paper/regulations and providing required inputs and assistance during stakeholder consultations. Work also involves assistance in preparing MYT petitions for generation, transmission and distribution. CRISIL Infrastructure Advisory has also assisted in preparation and finalisation of business plan as well as APR for different years.

Assistance in demand forecast, power procurement planning and in preparation of bid documents and bid process management
CRISIL Infrastructure Advisory assisted utilities in Delhi in carrying out load forecast and assessing power requirement in Delhi from 2007-08 to 2016-17; it also devised optimised procurement plan and assisted in power procurement through competitive bidding. CRISIL Infrastructure Advisory also assisted in framing of tender specifications for global tender for procurement of power on short, medium and long-term contract basis.

Implementation of PPP in power transmission in Uttar Pradesh
CRISIL Infrastructure Advisory is assisting Uttar Pradesh Power Transmission Company Limited) (UPPTCL) in implementing PPP in the transmission system projects through tariff-based competitive bidding. The scope of work includes formulating the competitive bidding process including preparation of bidding documents, assisting in evaluation of bids and other process till selection of the developers. We are also providing technical, financial and legal advisory services for the entire duration of the assignment.

Project monitoring and implementation support with respect to distribution franchisee in Agra and Kanpur
CRISIL Infrastructure Advisory is assisting UPPCL as project monitoring consultant in developing a monitoring framework for the performance of distribution franchisee for Agra and Kanpur. The scope of work includes assisting client and its franchisee in freezing the baseline parameter relating to Aggregate Technical and Commercial (AT&C) losses, identification and detailing of various key parameters required for monitoring operations of distribution franchisee, and developing an online franchisee performance monitoring system including MIS.

Implementation of power sector reforms and restructuring of GEB and successor entities
CRISIL Infrastructure Advisory assisted GEB in implementation of the reform programme including restructuring and reorganisation of the board. The scope of work includes capacity building, restructuring of business of GEB into generation, transmission and distribution. We also assisted to instill commercial practices among the new disaggregated entities, implement financial restructuring plan, and strengthen the reforms project management group. CRISIL Infrastructure Advisory has also assisted in establishing regulatory affairs cell and formulation of organisation structure and communication strategy.

Assistance in reorganisation and business process reengineering, benchmarking, and implementation of monitoring framework through MIS/IT
CRISIL Infrastructure Advisory assisted Chattisgarh State Electricity Board in reorganisation and business process reengineering, benchmarking, and implementation of monitoring framework through MIS/IT. The scope of work includes 'AS-IS' process mapping, review of IT components in all the processes related with planning, operation, commercial activities of generation, transmission and distribution business. CRISIL Infrastructure Advisory also provided assistance in benchmarking of the process, process improvement and implementation of monitoring framework using IT.

Assessment of achievable potential of new and renewable energy resources in different states during the 12th Plan period and determination of renewable purchase obligation (RPO) trajectory and its impact on tariff for the Forum of Regulators
CRISIL Infrastructure Advisory is assisting the Forum of Regulators (FoR) in assessing the achievable potential renewable energy scenario in India and specifying the RPO trajectory for India through the aggregation of RPO trajectories for different states for the 12th Plan period. The scope of work includes assessing achievable potentials of various renewable energy sources in different states, assessing the likely RE supply scenarios and suggesting targets (mandatory and desirable) for RE capacity addition for the 12th Plan period, determining the incremental impact of various RPO levels on the tariffs for different states, and providing various scenarios of RPO trajectories for each state.

Implementation of renewable energy certificate (REC) framework institutional set up, capacity building and software development for agencies
CRISIL Infrastructure Advisory is assisting FoR in evolving and implementing REC framework in India. This includes participation and discussion/debate on the issues related to the REC mechanism and likely challenges in the implementation, implementation of the REC mechanism, which further includes development of institutional set up, software and web-based applications and the capacity building of the central agency and the state agencies.

Business assessment, feasibility study and entry strategy for venturing into solar, biomass, hybrid and other RE options
CRISIL Infrastructure Advisory is assisting a private developer in developing the business strategy and action plan for enhancing its presence in RE business in select states in India. The scope includes selection and prioritisation of business opportunities in different RE space (wind, biomass, solar, solar hybrid and cogeneration) in select states, preparation of entry strategy/business plans/financial models, and assistance in participation in the REC mechanism which is being implemented in India.

Preparation of comprehensive policy for appraisal of private sector generation projects cum entity appraisal including guidelines for appraising working capital borrowers for Rural Electrification Corporation Ltd.
CRISIL Infrastructure Advisory is assisting the Rural Electrification Corporation (REC) in preparing a comprehensive policy involving review of existing guidelines for entity, project and working capital appraisal for private sector generation projects. With the enactment of the Electricity Act, 2003, participation of the private sector in power generation has grown significantly. Further, REC, as a lender, has ventured into new areas of funding such as project term loans, lease or financing, direct discounting of bills, short-term loans, and working capital loans. Therefore, the current market dynamics have necessitated REC to streamline its appraisal methodology for the projects so that an enabling framework can be prepared for its appraisal team. Well-structured appraisal guidelines would standardize the appraisal process, bring in more transparency, and increase the speed of appraisal, which is increasingly facing competition from banks and other financial institutions.

Advisory Services for Setting Up a NBFC
CRISIL Infrastructure Advisory is advising BGR Finance and Capital India Ltd. (BGR) on the feasibility of setting up a NBFC. BGR Finance and Capital India Ltd. is a subsidiary of BGR Energy Systems, a major player in the supply of systems and equipment and turnkey engineering project contracting. The scope of work includes market assessment for project finance and non-project finance (including vendor and channel finance), operational overview of BGR's existing business, financial assessment, and a broad operationalization plan for the proposed NBFC business.
