Urban Development

CRISIL Infrastructure Advisory's team of urban sector experts have strong domain expertise in urban planning and development, preparation of city development plans, real estate and housing development, policy and institutional design for providing efficient urban services and managing the public utilities, and design and implementation of state-wide urban finance frameworks. They also review legal and regulatory frameworks, formulate sector policies, engage in sector restructuring, rationalise water tariff, structure projects based on the public-private partnership (PPP) model, and plan infrastructure development.

We work closely with the Government of India's Ministry of Urban Development (MoUD) and multilateral funding agencies in transforming the reform process to make it transparent, objective, and open to private sector participation. Recently, we have been mandated by MoUD to appraise reforms under the Jawaharlal Nehru National Urban Redevelopment Mission (JnNURM) programme (India's USD110 billion flagship urban sector reform programme) in nine states across India. We collaborated with MoUD to develop India's first handbook on service level benchmarks with respect to basic municipal services related to water supply, sewerage, solid waste management, and storm water drainage.

Our team works with governments, donor-funded institutions, and the private sector to develop and institutionalise innovative and practical solutions in the areas of water supply, wastewater treatment, solid waste management, and real estate and housing development.
