Detailed Rationale

CRISIL has assigned its 'CRISIL BB/Stable/CRISIL A4+' ratings to the bank facilities of Prestar Infrastructure Projects Limited (Prestar).
 
The ratings reflect the extensive experience of the promoters in the prefabricated building manufacturing industry, moderate and improving operating profitability, and an adequate financial risk profile. These rating strengths are partially offset by a long working capital cycle, exposure to risks related to the tender-based nature of business, and susceptibility of profitability to volatile raw material costs.

Key Rating Drivers & Detailed Description
Strengths
* Extensive industry experience of the promoters: The promoters have an experience of around two decades in the building products and structural industry. This has given them an understanding of the dynamics of the market, and enabled them to establish relationships with suppliers and customers.

* Moderate and improving operating profitability: Profitability has been improving over the three fiscals through 2019. The earnings before interest, depreciation, tax, and amortisation (EBIDTA) margin was 8.34% in fiscal 2019 against 5.24% in fiscal 2017. This has been because of better operating efficiency. The EBIDTA margin is expected to improve further before it stabilises over the medium term.

* Adequate financial risk profile: The capital structure is moderate, as indicated by the networth of Rs 18.27 crore and gearing of 0.89 time, as on March 31, 2019  an improvement from Rs 18.05 crore and 1.12 times, respectively, a year earlier. Debt protection metrics were adequate, indicated by interest coverage and net cash accrual to adjusted debt ratios of 1.66 times and 0.07 time, respectively, in fiscal 2019. The financial risk profile is expected to improve over the medium term in the absence of any debt-funded capital expenditure plan and gradual accretions to reserves.
 
Weaknesses:
* Long working capital cycle: Gross current assets (GCAs) were high at 240-252 days in the three fiscals ended March 31, 2019 (252 days as on March 31, 2019). That's due to large debtors and inventory. The company has to carry large inventory due to the milestone-basis of the billing system. Further, bill realisation stretches at times as the clearance from the customer (mainly the Indian Army) takes a lot of time. The working capital cycle is expected to remain long over the medium term.
 
* Susceptibility of profitability to volatile raw material costs: Raw material cost accounts for 75-80% of the operating income. Therefore, the operating margin is susceptible to raw material price volatility, the extent of which remains a key rating sensitivity factor.

* Exposure to risks related to the tender-based nature of business:  Orders are mainly received through tenders. Hence, timely acquisition of new orders would determine the scale of operations, and competition in the industry would drive profitability. Currently, there are orders of around Rs 15 crore to be executed. Therefore, the company has to continuously bid for tenders in order to maintain a stable business risk profile.
Liquidity Adequate

Cash accrual was Rs 1.12 crore (including exceptional loss of Rs 78.9 lakh), against modest repayment of Rs 20 lakh, in fiscal 2019. Cash accrual is expected at Rs 2.2-2.8 crore per fiscal (except Rs 5.5 crore of exceptional income to be generated at the end of fiscal 2020 or start of fiscal 2021 from sale of land). However, the bank limit of Rs 5 crore was highly used at an average of 92% in the nine months through November 2019.  The current ratio was 1.42 times as on March 31, 2019.

Outlook: Stable

CRISIL believes Prestar will continue to benefit from the extensive industry experience of the promoters, and established relationship with clients.

* Increase in revenue by around 20% per fiscal along with sustenance of the improving trend in profitability
* A shorter working capital cycle, mainly due to better inventory management

* Decline in the scale of operations due to lack of fresh tenders, leading to a fall in cash accrual to below Rs 1 crore per fiscal
* Deterioration in the working capital cycle, leading to weakening of liquidity.

Prestar, incorporated in 2002, is promoted and managed by Mr Rajesh Dhariwal and his family members. The company is engaged in manufacturing and installation of roofing sheets, guard rails, prefabricated structures, and other structural steel items.
